Board of Supervisors

The Board of Supervisors unanimously approved the fiscal year 2027 budget during the April 23 formal meeting. The FY27 expenditure budget totals $164.8 million, a $1.5 million decrease from fiscal year 2026. Public budget meetings started in January 2026 and included two public hearings.

Johnson County’s budget funds a variety of public services, including public health, conservation, veteran services, public safety, elections, medical examiner services, building code enforcement, county road maintenance, and social services. It also includes financial support for nonprofit agencies, local libraries, affordable housing initiatives, and GuideLink Center operations.

“The Board of Supervisors has produced a progressive and responsible budget in consultation with both internal and external stakeholders.” Johnson County Board of Supervisors Chair Jon Green said. 

Johnson County’s Fiscal Year 2027 Budget summary:

  • The countywide levy rate decreased 7.3%, or 49 cents to $6.24 per $1,000 of taxable value.
  • The rural levy rate increased 9.4%, or 34 cents to $3.95 per $1,000 of taxable value.
  • The residential rollback rate decreased 2.9%, while the agricultural rollback rate decreased 14.4%.  Rollback rates, set by the State of Iowa, define the portion of assessed value that local governments can tax.
  • Total county taxes levied on residential property within a city limit decreased 12.9%.
  • Total county taxes levied on residential property in rural areas decreased 7.5%.
  • Total property taxes levied are $75.8 million, a decrease of 1.9%.
  • Property taxes make up 46% of Johnson County’s FY27 budgeted expenditure.
  • Johnson County’s fiscal year begins July 1 and ends June 30.

On average, Johnson County taxes represent approximately 21% of the total property tax bill for urban residents. The remaining 79% of urban property taxes are collected by the city of residence, school district, and other taxing bodies. For rural residents, Johnson County taxes represent approximately 37% of the total property tax bill.
