Allan was born August 28, 1950 at Mercy Hospital Iowa City, Iowa to Carl and Maxine Sweeting. He was the second of five children. He attended Roosevelt Central Jr. High & Southeast Jr. High and graduated from Iowa City High School 1969.

He entered in to the service July 21, 1970, and was discharged Honorably January 22, 1972 with the rank of SP4. He served in Alaska and Vietnam.

Upon return from military service he was employed at the VA Medical Center for a short time before enrolling at Kirkwood Community College where he took small motor & refrigeration repair classes. He then became employed by the University of Iowa in the Facilities Management Plant where he worked for more than 35 years until his death December 12, 2010.

Allan was a member of the Iowa City Jaycees where he held many offices. He was nominated as Jaycee Senator which is a lifetime award. He has fond memories of being involved with the Haunted House and July 4th Fireworks. He loved his motorcycles, bowling, and playing cards.

In 1986 Allan was one of five Iowa City Men to be selected as Outstanding Young Men of America for his civic and professional work.

Allan married Michelle Cullinan and they had three children, Jamie, Katie, and Shaun.
